About Lab

The Centre for Military Airworthiness & Certification (CEMILAC), Bangalore, is a ISO 9001:2008 certified laboratory of DRDO, vested with the responsibility of Airworthiness certification of military aircraft, helicopters, aero-engines and airborne stores. CEMILAC, with its fourteen Regional Centres of Military Airworthiness (RCMAs), spread all over India, each with a specific core competence carry out airworthiness certification of military Airborne products designed and developed by DRDO laboratories, Ordnance factories, Defence Public Sector Units and private industries. The airworthiness assurance functions of CEMILAC cover the whole spectrum of activities in Indian Military Aviation such as ab-initio design, continued airworthiness, production support and certification of systems developed indigenously as well as abroad.

CEMILAC has accorded clearance for several airborne items indigenously designed and developed for service use by various agencies. Major products being certified by CEMILAC include the Light Combat Aircraft (LCA-TEJAS), Advanced Light Helicopter (ALH), Embraer 145I based AEW&C System, Light Combat Helicopter (LCH), Light Utility Helicopter (LUH), Unmanned Aerial Vehicles, Air Launched version of Brahmos Missile, ASTRA BVR Missile, Intermediate Jet Trainer Aircraft, Hindustan Turbo Trainer Aircraft, SARAS Transport Aircraft, Wankel and STFE Engines etc. CEMILAC has also certified midlife upgrades of various in-service aircrafts like Mig-27, Jaguar, Mirage, Sea Harrier etc. Apart from these CEMILAC has accorded Type approval for more than 1940 airborne products designed and developed within the country.

CEMILAC is committed to support the indigenization by encouraging the MSMEs & Private Industries along with major Defence Establishments to take part in the design and development of products for the Indian Military Aviation to boost the initiatives of the Government of India to make the country self reliant.

Shri P.Jayapal

Outstanding Scientist, is an alumnus of Madras Institute of Technology, Anna University, Chennai. He obtained B. Tech in Aeronautical Engineering in 1983 and M. Tech in 1985.

He joined DRDO in 1985 and worked in Regional Centre for Military Airworthiness (RCMA), Nasik for ensuring the Airworthiness assurance of Mig Aircraft. In 1990, he joined RCMA (Helicopters), Bangalore where he was responsible for Airworthiness assurance and Certification of Chetak/Cheetah Helicopters, Advanced Light Helicopter, Light Combat Helicopter and Light Utility Helicopters (LUH).

In 2013, he became Group Director (Aircraft), CEMILAC and was leading and guiding five RCMAs located at different parts of the country which are responsible for ensuring Airworthiness of Fighter Aircraft, Transport Aircraft, Airborne Systems, Unmanned Aerial Vehicles (UAVs), Weapon Integration and Indigenization of Airborne Stores for achieving self-reliance in aviation.

He took over as Chief Executive (Airworthiness), Centre for Military Airworthiness and Certification (CEMILAC) in 2014. As CE(A), CEMILAC he is responsible for the Airworthiness and Certification activities of Aircraft, Helicopters, UAVs, Stores, Integration of weapons, Upgrade programs, Indigenization etc. undertaken within the country for Defence Services.

He is the recipient of Technology Group Award (2007), DRDO Agni award for Excellence in self-Reliance (2001& 2008) and DRDO Performance Excellence award in 2013. He has also been awarded “Eminent Engineer” by Institute of Engineers, Bangalore chapter in 2015.

CEMILAC carries out the design evaluation and airworthiness certification in accordance with the provisions of Ministry of Defence document “Design, Development and Production of Military Aircraft and Airborne Stores – 2002” (DDPMAS – 2002, Vol I & II). This Document is periodically revised
